yuppers. If you don't read the other side right, RoF becomes the first weapon of choice for all damage, and then the "real" prot second. I don't know any monk thats not guilty of doing that more than once. Thats why reading the field becomes so important. If you just cast the SB instead of reflex casting RoF when something other than the tank takes damage, you catch just as much damage (over all) for 5 less energy.
Energy efficiency is of key importance to improving a monk's game in all playstyles. PvE or PvP, watch the frontline and see who they are mobbing on. That's by and large the best way to cover pressure and have energy left over to save something else when they switch out.
